Issuance of Bulk Import Control Licenses (Unit 04) for Mobile Phones for the Year 2026

With the full digitalization of the Department of Imports and Exports Control, the Department will facilitate the issuance of Bulk Import Control Licenses for mobile phones for the year 2026.

Obtaining a new Bulk License first time for the year 2026

  • Applicants who wish to obtain a bulk license for the first time must fulfil the following basic qualifications:
  • Must possess a valid Vendor License issued by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL).
  • Must have continuously obtained item licenses for the last three (03) years.
  • Must have obtained between 15 to 20 item licenses during the previous year.
  • Must have complied with all license conditions as well as the Imports and Exports Control laws and regulations during the previous year.

(b) Conditions:

  • Only importers applying for a bulk license for the first time for the year 2026, and who have fulfilled the above qualifications, may submit their applications online from 15 November 2025. Upon verification of qualifications, licenses will be issued on 31 December 2025. No shipments or air fright may take place on or before 31.12.2025 using the new bulk licenses issued for the year 2026.
  • The Bulk License will be issued up to the expiry date of the valid Vendor License issued by the Telecommunications Regulatory Commission, and the validity period of the Bulk License can be extended up to the expiry date of the new Vendor License by applying online together with the renewed Vendor License.
  • License Fee Calculation: The annual license fee shall be Rs. 100,000.00, and in addition, the license fee will be calculated based on the value of imports requested by the applicant, in accordance with Extraordinary Gazette No. 1953/28 dated 11 February 2016.

Bulk licenses obtained for the year 2026 may be continuously renewed for the following year, subject to compliance with the above conditions.
